They plan to do it, but it's something that's never been done on steam before.
DD2 doesn't have this feature though. Not sure why they'd be working on a multiplayer split screen function that needs 2 steam accounts since that sounds completely pointless, unless you were being sarcastic?
in DD2 you will need 2 steam accounts to play splitscreen, its the same on PS4. and there are many reasons for it
Anything 1 account gains doesn't benefit or hinder the 2nd one.
So, sure, you could make an alt steam account if you wanted to, but there's really no reason to.
Also, if they intended for 2 seperate systems and steam accounts in order to get split-screen working, who's even going to use it? Why not just play the regular online mode on private and not worry about having your screen split up for each player?
Programs like sandboxie exist where you won't need 2 different computers, but nobody's gonna run that just to get a proper split-screen working.

splitscreen is for people who only have one computer/console. why should splitscreen always be on the same account? i would love to have my OWN progression even in splitscreen. i think that is a step forward, and not backward.
and: why do you need splitscreen when you have two pcs for online?
I don't mean that split-screen should always be enabled, I just don't see what was wrong with it in DD1. You hooked up a controller, pressed start, and passed it to your friend. Easy peasy.
With the way this is being setup where it needs two steam accounts, unless you use a program like Sandboxie to run a second Steam with another account on the same computer, you're going to need a second computer to play split-screen, which is what I don't understand. I don't have two computers and surely Trendy isn't expecting people to run virtual sandbox programs in order to get this working as it should.
If it does need two computers, there's no point in doing split-screen since each player would have their own system, meaning you don't need to share a screen since each player has their own screen.
If you just connected to a private online game, each player has their own entire viewport with no need to split-screen, so...??? I don't get it.
i know how easy it was in DD1, i used it too.
that is the problem trendy have currently. they need valve to cooperate for it. because steam dont allow two logins in one game. they decided to do it in this way. ps4 has the same. and they cant change it for pc.
I didn't even consider Trendy trying to work with Valve. Valve basically embodies sloth itself though, so I doubt they'll ever get around to it.
Hopefully split-screen gets added though and Valve actually does something for once.
It's not done like in DD1 is because DD2 is online only to prevent cheating and all your stuff is on server side. As I'm told, cheating in DD1 was an issue.
There are a few reasons to not use the single account system DD1 used. To quote myself:

To family share your steam library to someone, you have to log into their computer and allow it to use your library. So family share keeps it's own list of authorized users. I could see them allowed users from that list to participate in split screen after inserting some sort of confirmation code or something.
Yeah, modded items in Ranked were problematic in the first game. I only played solo/with friends so I'm not fully sure just how prevelant it was, but I do remember a lot of bans being handed out by Trendy. Definitely not an optimal system for Trendy needing to review screenshots and hand out manual bans.
For the anti-cheat alone, I'm on board with this.
It was their first PC port from a japanese developer and it actually has working split screen without any real issues.
Just got done playing the whole campaign via splitscreen with a friend recently
