I found this first as green quality helmet and made it legendary
How do you determine where you're going to sit on the value range? Do we have a spread sheet made yet?
Based on that, only look for high rolls in C7. That will be the gear you put your mods on and take back with you once you prestige for AP. The only two reasons you want to upgrade a piece of gear is if it's your main gear or if it has a perfect mod on it.
Now, for C7, the closer it is from 8300 once upgraded to 10, the better. But as long as it's over 8100, you won't see any noticeable difference in the end result, so unless you are min-maxing like crazy, you shouldn't worry too much.
But I think this weapon for my witch I just dropped is worth upgrading

To upgrade or not to upgrade... basically if you find things slowing down AND you have a lot of resources available... upgrade.

As for the Gunwitch, there is really nothing better than Critical Restoration + Inspiring Strikes (or Serpent God's Fury) with a shotgun-type weapon. You are pretty much guaranteed at least one crit per shot, so you have both the resources to spam your skills and the reduced CD to actually do so.
And for your weapons, certainly AP is better than HH on Gunwitch, but don't ditch it altogether: you'll need some to survive the higher difficulties. Once again, wheter you decide to upgrade it or not, it depends on your available resources, but you'd be better to save up for later, because at C7 level you'll need a LOT of both medals and golds.
But if I can give you one final advice: don't overthink it. You don't need the min-maxing while progressing.
