Level doesn't really matter with Mastery. It does for getting shards without purchasing with medals or money.
-It really depends on what shards are in your relics and your understanding of how to use them correctly.
Example: Some that require no blockades, you might use a DPS tower in a Totem with Vamp Embrace/Destruction and Deadly Strike. Good example here would be Juicebags C1 mastery: https://www.youtube.com/watch?v=eqbS0LJuqpI
-What do you consider "bad rewards" doesn't really mean a lot. There are some that are quite useful. Others, not so much.
-Back to point 1. If you don't have any shards that are viable to the mastery you are trying to run, there aren't too many who will take you. Unless they are stricty in a carrying mood. Some of the mastery requirements are pretty strict, so they will stick to people they run with a lot.
Of course this whole thing is my opinion. But IMO, SHARDS MATTER.

Too low for what? You have to actively upgrade your gear to get beter gear. If you run with that in a C6, you will get comparible drops, for the most part.
Acs level is capped by 0 for c1-c4.
things that help you to beat this GREAT gamemode are gear and the shards you have.
Gear will be automatically capped to mastery tier level - so you just need to be geared better than your current mastery tier.
The Shards! If you dont have the proper shards - mastery will be VERY painful.
Achieving shards is a long-long gameplay grinding all trials. After getting most shards you should be ~200 asc and top c7 geared.
Answering your questions:
1-Level doesnt matter.
2-the rewards are all different - some are bad, some are wonderful.
3-I finished mastery, i won't play them anymore. Same with modern incursions. You do them once and never return.
4-It is enough for c1 mastery, but lack of shards will be your problem.
it all comes down to trial and error, dont get put down by losing a few times, learn and adapt ;)
also, i think the new "buff" or what it will be called from "prestige" will be active in mastery, so it will be really easy soon (pure speculation here)
Erm, power transfer is an almost mandatory shard.. what are you on about?
Power Transfer is simply not good enough in CM1 to CM4 (Probably CM5 & CM6, too). You would always need Critical Strike in order to increase the chances to acctually deal critical damage.
Outisde of Masteries Power Transfer is probably the best shard (Deadly Strikes is my personal favourite). But here you are also not scaled back/weakened.
Having a team helps. Also theres no justification to replay a mastery map when you passed it unless its to help others.
So dose your level matter in Mastery.
In fact, I stopped playing altogether.
So how many more changes/fixes until we get some real type of end game? onslaught 5.0? Mastery mode season 6?
How many more changes and attempts till we have something in the direction of an end game?
I would say a few more but the upcoming expansion will try it (or at least that is what the preview tries to tell us) and give us the first version of it.
