I don't have an Nvidia GPU to test with but I think frame generation is supported on nearly all hardware. AMD frame generation works on Nvidia 30XX GPUs for sure.
thats only for dlss framegen, fsr framegen does not require RTX 4000
FG is not like upscaling. FG is not going to smear the entire screen in the same way. If the entire screen seems blurry and your character is at a stand still, it is likely due to a low starting resolution or too aggressive upscaling.
The default 50% resolution upscale it too aggressive unless you are targeting 4K.
FG does have problems with high speed motion, so if the screen seems clear until you start to move then something is wrong with FG. Not something I have seen with reasonable movement in this game.
FG is definitely going to be better than using motion blur, IMO. Motion blur will smear the entire screen as this is what it is designed to do. If you want clarity and you are not turning the screen 180 degrees non-stop then FG will usually be okay and much better than motion blur.
You may just be sensitive to artifacts that FG can produce when motion is too fast. If that is the case then don't use it.
Hardware Unboxed has a good optimzation guide on Youtube. I suggest you seek it out as it might be able to help you.
I personally have no problems with FG but they will show you some methods to get good perfomance without it if you, personally, are too negatively affected by FG.
Obviously, it will depend on your hardware how much flexibility you have.
