game likes to switch to my 2nd monitor despite being set to my main monitor

this problem is very recent. The game has been switching to my 2nd monitor despite it being set to my main monitor, almost as if I clicked windows shift right arrow, and it won't switch between. I'm not entirely sure what to do, and it seems to only do it during loading screens. It gets weirder when I go to close the game. I'll click on "return to title screen" and it'll switch again, then just close entirely, almost as if it crashed. Anyone know how to fix this? In case it helps, I'm using a Sapphire Pure RX 9070 XT OC, and it has the HDMI ports in front of the display ports. I'm sure that shouldn't be causing the issue because this is the only game I'm even having an issue with but it is quite odd. Any help is greatly appreciated.

side note - I have not experienced an actual crash in some time, the game just likes to close when I click "return to title screen."

edit: I just validated the files and reset my main monitor as my primary monitor in windows, and the problem only happened once loading into the game. I have a feeling it may have to do with the latest update but I'm not 100% sure. As far as I know this is the only game that does this. I played cyberpunk 2077 earlier and that game had no problems (other than crashing once, ironic). I can test other games, such has cold war tomorrow and maybe even armored core but I don't know for sure what the issue is.

and the worst part is that when he changes monitor, I can't put it on the desired monitor, and I'm left without the resolution settings.
