Update is resetting every time I close steam

I was on 92% yesterday and the update took like 3 hours only to get from 55% to 92% and then I closed Steam, since I went to bed and now it´s back to 55%. I am about to never play this game again, since I cant finish this update since 2 weeks now. What even is this
