Downloading a 100% save file

I was looking through mods for this game and noticed that it's actually possible to download a 100% save file for the game, giving you all achievments.

This is not something that I would do either way (Since I wan't to complete it myself) but I am curious what Steam's policy on this are. I mean, aren't there benefits outside of the game for having 100% completion?

I don't see any benefit with that other than making the game easy. of course, others may have their own reasons on this matter.
