Do note that the Shrine's location will have a large empty room until you have done the two prior steps in this same chapter. You need to meet the Green Martial Artist (save him just off the path from where you met the dragon who unlocks Zodiac Village, you hear him screaming for help and save him). Then meet him again in the large open area in Valley of Ecstasy (somewhere a bit south from the area with a massive number of statues and those flying bird enemies, use Ring of Fire to warm him. you can hear him from a distance). Then he will appear as a boss fight at the shrine you are looking for.
His spellweaver skill reward is my favorite skill. Huge damage boost. It plus the charged running left branch of smash skill tree let you nuke the chapter 3 boss Yellowbrow to death in seconds making it a joke of a fight and it is really strong for trash mobs and bosses, in general.
I am trying to get the Buddha NPC to spawn in the Great Pagoda.

For the 2nd Green Martial Artist meeting you find him at Towers of Karma Shrine, again this Shrine/NPC meeting is just south west of Longevity Road shrine (in a lower valley). The NPC is very close to the Shrine, like within 100 feet or so probably).
Weaver's needle is unrelated to the Spellweaver spell unlock despite the somewhat similar names.
As for the Buddha NPC in the Great Pagoda I'm not sure what you are talking about. The Great Pagoda is used in either chapter 5 or 6, or can be done after main story, to unlock an alternate ending I believe but I'm not far enough to have accessed it yet. Until then it is empty. I don't think it has a Buddha NPC, either. The prior mentioned Spellweaver quest, however, has a Buddha NPC (that kid buddha who told you to find the path and he is the one who gives you Spellweaver but after you beat the boss at Melon Field in the post boss cutscene). Maybe that is what you were trying to find?
