"See No Evil" Headgear

Hello everyone. Is this gear worth it for the bonus perfect dodge? How does it work? Increase the range of time that can activate perfect dodge? I am planning to make a Loong Armor build and it is only 3 pieces so I have option to choose which headgear to wear on this set and am curious on this headgear. It also looks cool. The only con is it is not upgradeable so the defense is on the weaker side in terms of other headgears.
