Does the yin tiger sell fine gold thread in NG+.

Yin Tiger sells the rare cloth but not Fine Gold thread.

The Cloth and Fine gold thread are those items you only get a handful each play through. you only start getting them in Act 3.

but generally speaking, if you want more, you just have to keep doing more NG+.

I am at NG++ in act 3

I think when I got to end of Chapter 5 on first play through; I had accumulated around 20+ golden threads… The bigger issue was the celestial cloth item…
