His first 20% or so of HP you can do whatever shenanigans you want. Once he gets to half he'll start using 1,000 swords of death. This move I just used Cloud Step to avoid all of it and get a cheap kick to his kidney in. Shouldn't be hard to maintain the mana to use it whenever he does the move as other spells are kinda useless.
The majority of my damage came from using Resolute Counterflow. That might be useful to you or it might not.
He has an interesting interaction with Frog God. If you give him a bane he will perform a unique animation where he will remove it and apply it to his weapon. This means you can frog god and then CH2 vessel which will knock him out of the animation.
Once you learn some of his patterns getting damage with counterflow will be easier and it will restore a bit of health each time.
If you are using the fan you are already on the road to easy mode Er Lang. So just use the drink that restores Qi and when you have moments of stagger mobile spin him to build up more Fan charge, you could also use the Qi potions.
Yup, it's one of the gimmick to beating him.
Use the set that recovery Qi and also change the drink to the one that give you Qi when you heal. On first phase, you can use the fan, then after you deal enough damage, immobilize him one time to do the spinning staff to get your fan back for phase 2.
After the big axe, fan him again and make the most of the DPS opening until he's half health, which he jump up to shoot out the spears. Pay attention to his dialogue because he will teleport slam your ass a little after he's done talking. You should have fan back after he does this so fan him again for the 3rd time.
From here on out is a game of survival and how you can get another charge of the fan. Make use of light attack into heavy finisher because this can eat into his actual health bar. You should be able to get your fan up for the final time, which you have to go all out with whatever you have left.

Use Rock guai transformation. It's very funny but if you use this Erlang is just wtf and basically stand there let you him hit. People also say Yellow Loong transformation will work as well, other transformations will get cancelled by Erlang due to lore reasons.
Also if you are running a crit build you can use the golden armor from chapter 4 to build up qi faster to use your fan and spirit faster.
Alternatively use Non-Void Spirt as a extra evade.
What I ended up doing instead was respec to ring of fire and fought him around it which significantly boosted my survivability. I also used Loong Aura pellets to speed up the process. I used Wandering Wight for the quick nuke and near guaranteed stagger, and rock solid to keep up my combos, although I didn't put any skill points into it.
Based on clips I've seen by others, it seems cloud step is far more useful since it not only distracts Erlang, but can also help you land a stagger most of the time.
It took me 30 mins to beat him, around the same time it took me to beat Great Sage. Although I beat Great Sage again on my first try immediately after Erlang, so I'd say it is without question that Erlang is the hardest boss in the game.
Edit- I cannot emphasize this enough that when I thoroughly learned how and when to use seeing through I bulldozed the entire game all the way up to NG+4.
