Yeah the passive is garbage but the damage far outweighs the lackluster passive. I am in NG++ and have used it since end of NG.
The Wizard of Oz monkey Core skill gives you a tiny damage boost every time you kill an enemy and it stacks. Which is trash if it only applies to being transformed. If you level that skill and kill some mobs you can see your damage number go up after each kill. Not great but it is at least something.
