Pretty sure he is the same person. He's a part of Wukong that reïncarnated and will eventually become the true Wukong again.
And it's not all that uncommon to see this type of reincarnation where the character can survive through death by having some sort of vessel ready. Also God of Highschool pretty much did this as well and the protagonist is pretty much Sun Wukong. The MC pretty much revives through some of a reïncarnated clone decades after he died in a very similar way.
It was a joke, but by definition, he isn't silent.
And mechanically, he does talk but apparently it's after several NG+?

I complained about this and some more when the game first came out lol.
To those trying argue "lore" and "he's a decedent of Wukong" etc. Above all the MC is a fxing MONKEY! does he look like a monkey or act like a monkey? In the first chapter monsters called the MC "monkey" and in later chapters (4 or 5, I forgot) they outright call him "monk". I mean WTH? Is that not the exact thing Wukong/MC trying to get away from ?Anyways, the MC is more like reincarnation of Jin Chanzi than Wukong lol.
