I'm almost done with chapter 5... I don't think there has been an explanation yet.
BUT... even if there was an in game explanation, it's probably just post-hoc. In other words, it's just an excuse to make the protagonist silent.
Shame too since they have good voice actors for Wukong.
Pretty odd to do since this was based on a book where the character is a known yapper. It's not a typical character from a Souls game where it's literally just a blank slate.
