Are some transformations skills always active?

I noticed a skill in the Transformations tab named "Steadfast" that "moderately increases Defense". This seems to affect Wukong even when not transformed, so that's cool.

There is another Transformation tab skill named "Red Eyes", which "slightly increases attack for a long duration upon defeating an enemy". Can I assume this skill would also be active when Wukong is not transformed as well?

The thing that confuses me is that these skills are under Transformation tab, which suggests (to me) they affect the transformed state only. With a flat stat increase like "Steadfast", you can easily see the stat change in the character sheet, but I don't know how to test for skills like this.

Some are passives that are always active in the background if you have them unlocked/equipped. To my knowledge the only things in the Transformations tab that are active ONLY when actually transformed are the ones in the bottom row.

The larger skillicons in that Transformations tab are all passives that are "on" when unlocked.
