Xu Dog Bugged in new cycle (new game plus)

I have beaten the game twice over, and I notice that killing the frog in chapter 2 for going through Xu Dog's quest line seems to be locked out. I have tried talking to Xu Dog before and after the fight in the new cycles, but he doesn't trigger to play his quest over. And without his quest or aid, I cannot return to the hub world from the Paint Scroll that can only be provided by Chen Loong in each cycle. Has anyone else had this happened?

I noticed that I immediately had the "Deliver" prompt on him in NG+, but decided to kill the frog first anyway. No issues progressing the quest.

Unfortunately, that was not the case for me. All I had was talk to him from both attempts before and after killing the frog. Maybe the item was bugged for me.
