Also i would recommend using DLSS in at least Quality mode if you're not doing that already, UE5 games respond extremely well to upscaling.
I've 4080 which is like 30% faster and i play with 4k/cinematic preset/dlss 59/fg on and i'm getting like 90-100fps. With high preset and dlss quality he should easily clear 60fps in 4k.

Your gpu is perfect and really your cpu should be fine too. What you are struggling with is likely some latency issues that actually do need optimization. Frame gen should be increasing latency which means turning it off should decrease latency. It doesn't happen like that under most cases currently and I think it's tied to the lower frame rates which means frame gen actually just makes the game better with similar latency.
So you have to have frame gen on in my testing anywhere below 70 or so FPS. I seem to get around 75ms with cinematic settings and full rt with quality dlss on 2k resolution. That's the highest end of so so latency which isn't ideal for this type of game.
So it may be worth turning full ray tracing off and just living with the lumen software RT like amd users and console. It looks just great with even the screen space reflections. By turning off full rt you will be able to turn up the quality of the DLSS to DLAA which is no or minimal upscaling which is nice. As long as you aren't on 4k. 4k needs a 4090 realistically which I do have. But I have a 3090 laptop (4090 laptop is 3090 desktop) that I play at 2k. The 3090 equivalent let's me run cinematic and full rt at 2k dlss quality mode but at 75ms latency and 75fps. Or I run at 50ms latency with rt turned off and keeping the same dlss settings. It's more responsive and looks great still.
The CPU seems to be okay but I'd been worried about that 13th cursed gen anyway so I'm swapping with the 12th Gen.
I'm playing on the resolution of 2924 x 1224 (the 85% image scaling) because it was unplayable at Low even at 4k. No clue why this is the chokepoint but Cyberpunk/Deadlock/Elden Ring run no problem.
I have tried a lot to get the fpsa problems under control. I have an i9 and a 4090 and was at 40 fps .... but nothing helped. Then I read in a forum that you should turn off the steam overlay for wukong .... and lo and behold ... consistently around 100 fps !?!

I'd look into the RMA options. I forget why but some games may proc the issues and not others for whatever reason that I'm forgetting. Yeah it's an issue likely from this. I suspect my laptop will also suffer this fate. I have an Amex platinum that supposedly covers free extended accidental warranties on these prebuilt gaming laptops and premium pcs, so I'm hoping that's true and that if it does doe out I can go that route. For my notebook I think rma will not be supported by razer as they will deny accountability.
