As for drops in combat, this could be caused by many things :/ In 13/14 gen i always recommend trying to disable E-cores since this helped me in several games. I believe there's also a mod that can make it possible to run FSR Frame Gen with DLSS - you might want to look into that.
u might have to seek help from other 13 14th gen owner and see how they test cpu
Try the optimized settings. Personally I'd bump global illumination down to low, since anything below cinematic causes tons of flickering shadows.
Up Texture quality to very high as you have 11GB vram
Set View Distance to medium
Don't think you can get a better config for that system than what you have.
Get the frame generation mod on Nexus so you can use DLSS and FG for a smoother experience. IF you use Frame Generation then you might have to drop texture back to High if you exceed the 11GB
If you really want a FPS jump then you need to lower the resolution scaling to 67.
