It's hard to say it speaks. You need to wear wukong set with its staff. When you get enough concentrate points for both generic and extra (yes, there appears extra space for CP) and do heavy attack, you get wukong mode. At that time your character says a phrase like "Here I came". He has several different phrases. And that is it. And that 'wukong mode' is not forever but about a minute or something.
But there is no need to start ng3 specifically. When in ng2 you'll get all relics with all 3 abilities, you can activate this mode.

Aside from a few very extreme outliers, like Scorpion Lord's super hard hitting but simple attacks or special 1-shot (or close to 1-shot depending) attacks like Yellow Loong's thrust animated cutscene attack... you should not be getting 1-shot unless you have like an ultra low armor build at that point. Online comments seem to suggest part way through NG+ some of the bosses hit extremely hard, but aren't quite 1-shots. Being 2-shot is not really that big of a deal since in NG you are usually 2-3 shot, too, if you don't bother to level health and defense in Foundation and pills (despite having upgraded armor, itself) and it is pretty non-issue.
However, NG+ also offers the insanely overpowered Life-Saving Strand, not to mention there is a trick to get multiple lives out of it since it works separately from Transformations and Destined One forms with regards to the cooldown and you can transform multiple times per fight when using the right strategies/pills which can let you avoid some of the harder hitting attacks if Decoy/Immobilize aren't available/proper for that situation.
Plus, you could always use dmg reduction effects if you are struggling to survive specific bosses. Something like this will make even NG+3 bosses only basically tickle:

And honestly that isn't even a properly optimized build as they're wasting a lot of offensive/other potential on some smaller reductions that don't add up like some curious you can leave and still get almost the same dmg reduction results.
Don't forget that Wukong was not a "god" either. He was quite powerful, but he wasn't just omnipotent considering the lore in Journey to the West and related stories, and many of the cutscenes we saw in this game. He often struggled and had numerous deaths/close encounters (hence it isn't even clear if it is the real Wukong we see at the start or finished Journeying to the West, or if it was another incarnation... the whole immortality thing). What he is... is a fairly powerful being with great connections/friends and schemes that allow him to repeatedly usurp, not to mention his nigh immortality.
