Yes I did, I had come to that location in chapter 2 for getting Lambbrew but it is not there and my inventory doesnt have it
Anyways, you can get it in NG+ if need be. Fortunately for you, Lambbrew is trash and you need to NG+ multiple times to 100% the game. Plus, while it is required to unlock Qing-Tiang Gourd, this gourd can't be acquired until NG+ even if you have every other gourd (as is required) so you would just beat to NG+ chapter 2 to unlock it instead of NG+ chapter 1. A slight delay that would take you like 40 minutes to get to in NG+ since you will be super OP.
I currently the first NG+ now. I had checked it, at its location but look like nothing there. I need it to get achievement brewer 's bounty.
Since it is a one time collectible and it thinks (probably has a ownership flag in code) you own it... you may never be able to get it in any later NG+ despite not seeing it in inventory. Try this, see if you can find it in the buyback shop tab for any (all shops, idk if they're shared or individual buyback per shop). Maybe you were able to sell it somehow on accident and maybe it shows there (assuming it doesn't wipe buy back once you leave the shop menu...).
Well, if this doesn't work then you have two other options:
Option 1 - Achievements don't mean squat, so don't worry about it and move on.
Option 2 - I believe there is a way, I think I heard it was CheatEngine (??? Google for clarity) to unlock Steam achievements. Since you legitimately should have it but it isn't showing u it wouldn't be something to feel bad about unlocking that way if need be.
