NPC don't spawn

Hi i'm in capter six of the game and can fight the end boss and erlang but some NPCs like the horse and the guy in lower pandoga wont spawn. the last thing i did was pulling the whip
from the horse and he didn't say nothing also the whip isn't there anymore. I think it's a bug.
also i have the Ps5 version.

For the horse did you pull the whip enough times? You the need to go back to the horse after killing the white / black daoist boss I believe it was and speak to him again. He rewards you his transformation (best transformation in game btw) and then dies so he does not show in chapter 6 / Zodiac ever. Check if you already have the lightning horse transformation skill.

The guy in the lower pagoda I'm not sure if you can go back and do, but assuming you can... He dies there, too, iirc? Been a minute but you have to bring him the 4x captain spirits found in chapter 3 and he gives you a special spear you can craft in return. I think he dies after that if I'm remembering correctly so... yeah wont see him again. Check if you can craft the spear. It has its own slot as a base weapon of its slot.

Not sure if you can lock yourself out of them by progressing.

I have the spear but not the transformation but i also didnt talk to all the horse npcs cuz they dont spawn so i cant get the other transformation from the guy?

If you found the horse and pulled the whip then you should have already spoken to the prior. Are you sure the horse guai isn't still at the spot in chapter 5 where you pulled his whip? Try checking on him and pulling his whip a bunch of times or whatever again if you can. Since you said you pulled his whip at least once that means you did everything prior to that point you needed to.

No, it is not a bug. You have to talk to the Horse guy quite a few times and he doesn't stay in the area where you first found him. You can check this by checking at any nearest Keeper Shrine and see if a small man like icon exists next to the location tag. You can also check any of the Chapter 2 walkthrough Wukong Youtube videos. Good luck and have fun :)
