I know a few people that use 13900k but they didn't use xmp, undervolted and never noticed these problems.
anyways it sucks but that's the enthusiast market in a nutshell. if you don't come up with your own solutions then you have to pray everything works like intended
This is a CPU error. Not GPU, if you indeed have a 4090.
Undervolt or lower MHz and/or both.
Also, BIOS updates available for MSI and ASUS to reduce murder voltage for mostly single-core.
I also have a i7 14700k (light OC), 32GB on a z690 mobo with a 4090.
Everything was maxxed, not out of video mem error. That generic UE4/UE5 error in this case, pertains to your CPU.

This is purely CPU. Sounds like your CPU is struggling.
I got the error a few times and kept crashing even after updating my nvidia drivers.
I managed to solve it by updating my bios, most of the motherboard manufacturers are rolling out updates fixing the issues with the new intel cpus and their instability issues.
I managed to get it running and did the benchmark with everything maxed out @4k with RT on and DLSS set at 60(Balanced). Got around 84 average fps with a 4090, intel 13900k
Update your CPU with latest BIOS/Firmware. And Intel micro fix as well. It will fix the problem.

No one needs this it does not show you what it really does, all looks the same it just eats massive resources for no good reason, but you cannot set it to 0.
It is recommended to refer to the instructions of INTEL or motherboard manufacturers and implement frequency reduction for the CPU.
You can also choose to skip shader compilation, but without downsampling, it cannot guarantee that the game will run stably. According to testing, devices that crash during shader compilation may also experience random crashes during game execution.

Several manufacturers have released new BIOS to combat the problems with 13 and 14 gen cpu's. But yours might be damaged already, intel has extended the warranty of those cpu's by two years. Sounds like you should just get a new one.
Small steps you can take if a BIOS upgrade is not released is to remove the 4096W setting if it's enabled, this allows the CPU to draw unlimited power, which has been proven to go as high as 360w at times, this damages the cpu.
