I would put him as probably the 4th most difficult boss behind scorpion and then shell and then erlang.
you can deal with him in 2 ways really easily. And a final more luck based option.
Pluck of the many(extended duration gourd/curio/spirit) + immobilize and cloud strike can let you get him to about 10-20% hp before he can even do anything. You can then either reset your cd of spells with the medicine and finish him instantly or wait out his phase shift and recast pluck or just smack him down the 20%
Alternatively, you can use spellbind and hit him with a 3 charge for about 70% of his hp in one hit before his first combo, and then finish him with a second hit after his short close combo .
The final option is to use your medicines, gourds and spellbind maxed out and get a 1 shot or as close too, but if you dont have the 25% crit chance staff its a bit annoying to try multiple times with. I never managed this, and went for the pluck of the many on first playthrough and a simple spellbind 65% ish hit on playthrough 2.
IMO hes one of those bosses that is just annoying for how early you can meet him, but quite honestly very beatable.
Most bosses can be killed before you need to deal with their mechanics, and those with multiphases usually are better done with spellbind unless you have a bunch of mana and cd reset medicines. Then u just spam pluck with duration stuff and your weavers needle etc, and most bosses can be brute forced like this.
The main downside of spells, is there are a few bosses that are immune to them or diminishing returns from them.
Spellbind does not suffer this issue and allows you to scale massively.
doesnt own the game. comments on builds that use in game mechanics and refers to them as cheese . WHen you buy the game one day, I hope you dont use immobilize because that cheese. In fact, so is cloud strike, ring of fire, and the auto res, its all cheese now because i said so. Stop cheesing the game you didnt buy.
There is no such thing as cheese with in game mechanics, The only reason that word even exists is because weak sauce trash players who struggle at games coined it for players who play smart or efficiently to make themselves feel better.
The reality is. The only time "cheese" should be referred to is when a glitch or bug is used to gain an advantage that players would not normally have.
In this case its working as intended.

there are 95 Bosses, many easy but some are hard as Hell.
Nah, I dont even have bishul or inspector in my head as even memorable. In fact bishul died all 4 times for me in a single wombo combo and i have no seen any of his patterns.
Inspector is just dodge his bmx moves and you gucci.

3 and 4 being very beatable with the right setup and use of tools.
Whilst 1 and 2 undermine your entire kit to some degree which is why spellbind is so good against them.
cool story all three 6th mural mythics do 600+ damage on heavy, the crit is literally meaningless when the weakest will one shot anything on a running mana build

Some simple math would be like
DMG = DMGbase (1+ %BONUS) * (1+%BONUS)
Then
DMG * Attack speed
Because you can achieve a 50% crit hit chance. It makes these two state crit damage/chance so incredibly powerful in this game, because we can stack multipliers on top of these multipliers.
