Fuming Ears relic's base passive?

In act 3 and can't figure out what it does. The first relic shows you blue flames on special enemies, but I haven't found out what the second relic's "Echoes of the past can be found where karma lingers" does/means. I thought it might show something I couldn't see before, but nothing thusfar. Anyone found out what it does or is it just flavor?
