Something wrong with your rig: I have an i9-12900K @ 5.5GHz, 64GB Ram, RTX 4090, and I run at 144 FPS with all settings at max in 1440p. If I go up to 4K, then the performance will drop the FPS down around to 72FPS.
Yeah that could be a problem for sure but would it would make the game unplayable? I have not looked into the core parking situation deeply but I think it's just the system not knowing what CCU chiplet should be used. Best case it uses my 3d cache chiplet, worse case it uses the non-3d cache chiplet. I would imagine the non-3d cache CCU would just provide lower performance but not poor performance. The 7950x3d is a essentially a 7800x3d and a regularly 7800x. No way a 7800x cpu would have these kind of troubles. I could be way off and should do some research but the Wukong benchmark tool was perfectly fine and I play other games that don't have these issues (at least so far).

That is a good program but far from perfect. I could try it in this situation, but I usually disable it when it interferes with other programs that I use.

This game is likely the most benchmarked and performance tested game at launch with PC hardware configurations including yours. I’m playing on 13900/4090 32GB RAM running MSI AB, RTSS, Throttlestop & recording software at same time with the game. I get at 80-125FPS+ running maxed out settings with non of the issues you raised.
To be clear this game needs more optimisation but what you’ve described is beyond optimisation issues like using an older DLSS ver, some fizzling artefacts when DLSS is dialled too low etc. Sounds like you either have a bottleneck caused by CPU/GPU not running right or something else on your end… I say this because we all get the same game repo to execute and play. There’s no different branches of code for you vs. me on pc. So if most other players and testers that have uploaded their gameplay with nil issues are playing fine; the issue is unfortunately your end. I hope you do get to a fix and is able to enjoy the game. I'd consider verifying the files, updating your system bios, firmware, and all drivers in device manager. If that doesn't work look into the core parking fixes (I never did those as it's not something I want to be using and switching between games). Hope you find the fix.
Game is running perfectly fine for me even on cinema. I know some people have issues due to hardware incompatibility or driver.
