It glows red on many occasions: charged heavy attacks, resolute counterflow, equipping tiger tally... Which is why I ask for something more specific. When do you want it to glow?

I saw on streams that some people's staffs just glow red

The first crafted armor set makes your staff glow red (charges the attack slightly) while sprinting.

you need your third focus point. it also glows red when you have a modifier that increases damage

I'm in chapter one I think unless that wolf like boss is the end of one? But the staff goes red when I run even without charging but it may just be from the skill that charges while sprinting that causes it to turn red for most when they are running around.
