Might be some settings you use be it in the GPU control panel or on your monitor itself.
However to answer your question:
Patch will come out when they:
1. Have one
2. When its tested
3. When its approved
4. When they release it.
I spent the first few minutes trying to figure out if it's part of the game or not xD
I presume you're using rtx4090 so are you getting a constant 60fps?
No, using 4070Ti and get 100+ FPS. However i play at 1440p not 4k, cause I see no value in 4k.
I have not had a single freeze or stutter in the game, I also had no strange vertical stripes as you describe them, Grass also does not flicker for me.
I am not saying there is no issue, cause there might be related to some specific hardware combinations, I can only vouch for what I have and experience, and I have not experienced any of what you are saying. Are you running the game at 4k? Cause it might simply be something strange at that resolution. For reference my rig has:

Game running from nvme, at 1440p at max cinematic and Raytracing settings, motion blur and screen shake turned completely off.
I have had no real issues at all, the game is demanding but so is every UE5 game and you need to be realistic with your settings or you're going to have a bad time.
I do get some freezes and stuttering when loading up and some traversal stutter but this is a quirk of Unreal engines in general and most of the issues clear up after a few minutes of playing.
Overall I have been very impressed how stable and bug free this game has been on release. As so many AAA games today are released in a buggy and unfinished state and worse still they cost more and are infested with micro-transaction a lot of the time.
Due to the unknown of the patch delivery, I refunded the game. I use 7900XTX. Couldn't even get pass the intro cutscene. The devs said it's a driver bug, but many people using Nvidia also reported many issues. Would take months until stable. I wouldn't wait that long. If you can play, lucky for you.
AMD users seem to be having pretty much all the issues
Yup, nvidia tends to always be proactive with drivers and latest they release them as the game goes live, but usually its always a few days / weeks before actual release.
In fairness, even with Nvidia there are some pretty big hitches and some pretty severe stuttering in parts that they could address. It isn't constant or game breaking but it is there
Never said i was not using framegen. Without RT and DLSS quality i also get over 100FPS, so you are wrong on that part.
Next: Whether your card is 10% faster does not mean much. PArticularly since Nvidia Framegen works only on 40XX series card, so you are either using AMD FG or a mod.
Either way with RT + Framegen I see no stripes or have any stutters or freezes, heck i even use reshade filters on the game and no issues. So just because YOU have a problem does not mean everyone has.
