Have I locked myself out of quests?

Is there no way to re-do a chapter or something?

For example destroying the 5 carts in chapter 5 seems to have been locked out because I didnt talk to the npc after each cart I killed.

EDIT: YOU ARE NOT LOCKED OUT! Go find him after the area where you fight the guy and his fish. He's up a side path. You need to exhaust the bulls dialogue in order for the 5th cart to appear. If he's not there go back to the first area and speak to him. I was able to do this on my chapter complete file.

Yes it seems you are locked out. I also got locked out, and can't continue it. Really good game design.
