Combat is fun.
Story focused, not "the message" focused.
That said it is absolutely an excellent game in its own right and deserves most of the praise it is getting.
It's popular in China because some mythical popular story in China is used in this game.
Monkey dragonball Goku is in this game.
Sun Wukong is a major fictional character that has been in a ton of stuff.
It is popular because it is what looks like a continuation or adaptation of parts of Journey to the West. It has been successful because the devs just wanted to make a good game.
