Which chapter do you have this isuse with? I am at chapter 3 and not a single problem so far, always 100+ fps. Have you checked how much your GPU and CPU are utilised when you play?
I could not maintain a good feeling FPS with full ray tracing until I compromised with the Hardware Unboxed optimised settings and now it runs very well and I cannot notice any visual compromise

FPS between 70-100, never below. in some areas stable 120 FPS
cinema / DLSS 60 (4096x2160) / RT Max + FG
Cyberpunk with PT on Psycho => 70-85 FPS
Yes, you seems to have a suitable CPU to let your 4090 work.
Pathtracing and framegeneration uses a lot CPU mojo too, so I think OP is a classic: 4090 on a 'old' CPU
