restart game, get better fps?

I get the display/graphics settings pretty close to 60fps and all good!
Next day, I run the game and the fps is in the toilet...
Reset to recommended settings, retweak but can't get back to where it was!
Close game, restart, back to 60fps wihout changing anything.
Not seeing this in other games
Not a big deal but WEIRD!
Just me? Y me? anguish!

For me it happened because I turned rtx on withput restarting. It then tanked the fps on my next session. Try turning rtx off, same settings, restarting and see if you get the same performance as before.
