Yellow Wind Sage - Bugged?

My Yellow Wind Sage keeps exiting the arena so I can't attack him but he can still attack me. Intended?

In the very last phase of the fight he puts up a wind barrier and stands kind of away from you so you cant engage him at all. Not sure if thats what you mean.
A couple of bosses have this mechanic where you just gotta sit through their attack chain until they can be attacked again.

He stands in the middle fighting me, letting me get attacks in. Then through his melee attacks, he moves behind the wind barrier and then stays there, while still shooting his range attacks at me. Then he comes in, melees, then through his melees, goes back behind the wind barrier. It's not part of the phase, but moreso his model physically moving back behind the invisible wall while attacking me where I can't reach him.

Oh, I thought it was just me. I find this invisible walls so annoying.

There is a quest in chapter 2 that allows you to get a vessel that nullifies the wind wall. Without it, you have to deal with the wall.
