You likely enabled ray-tracing, believed you had good performance, but the setting was not applied until you restarted the game.
I don't know the exact trigger or why this happens but for now you can restart the game whenever you change graphics settings to be sure they are applied.

Please share what GPU you are running the game on, whether you are using upscaling and framegen.
It should not be difficult to compare your performance with that found in public reviews. Generally speaking, if you are not running a 4090 or 4080 Nvidia GPU then RT + Cinematic settings are just going to be too expensive.
i cant use framegen with 3090ti series, so i am using dlss and have everything set to cinematic and right now the ray tracing to medium and running at 85% quality with 1440p
You should be able to use framegen with the FSR upscaling path. If not, someone has posted a mod in this forum which will give you this functionality in the game. You can use AMD framegen and DLSS with that mod but if FSR or TSR is okay then you can just use the in game settings.
I don't have an Nvidia card but you definitely should be able to check benchmarks online and compare your results to others.
I am fairly certain that your graphics settings were not applied until you restarted the game and this is why your performance dropped. It a bug that will be fixed in the future. The game is scalable and my first suggestion would be not use the cinematic graphics preset or at least turn down shadows, hair, and global illumination if you need performance. Given you have an Nvidia GPU and RT gets rid of the SUPER JITTERY and DISTRACTING shadows I would try to find some way to keep RT on if at all possible in this game. It is too bad UE5 virtual shadows was not leveraged in this game. I think it would look very good and have a much smaller performance hit than RT shadows when compared to other games but given this is an Nvidia sponsored game we are seeing what Nvidia want to try next vs. what is good right now.
Your 85% upscale at 1440p is probably fine.
From what i have seen i cant use frame generation, it says my graphic card doesnt supportit when trying

If you don't want to take these steps you should be able to use TSR upscaling and frame gen on a 3090ti in this game. TSR offers pretty good upscaling but is more expensive than FSR/DLSS typically.
I must have missed that notification. Still, I have seen some settings get applied in real time and at other times this is not the case. I'll have to check. It is probably tied to using ray tracing or not.
IMO, a game restart should not be required, but it is only a minor complaint if this is something intentional. A consistent approach would be better and applying settings in real time is an industry standard.
