If not remove the game and manually delete any leftover files and reinstall it.

I tried that as well. Made sure my antivirus wasn't blocking it. I've now uninstalled and reinstalled it about 5 times, each time deleting everything as well. Probably going to end up returning it in all honesty and giving it a few months for them to fix whatever startup issue this is.
I've never seen it with another game
Go to game library
Right click the specific game with the issue. Then click on Properties
Head over to local files and click on verify Integrity of game files
I've already verified it twice.
