No, you need a BattleNET account, but not the program. At least for me in Linux, Steam installs and manages everything in the background. I just need to go to BattleNET site and connect my Steam account once.

Getting that same error along with my steam name showing up as "Name Withheld". Is there a way to link from within the game instead?

Edit: It links fine in the game itself.
