I can see it and i have a 4070 ti super and a Ryzen 5 4500
You'll probably have it soon enough. The reason for that, is to make the game more accessible to lower end CPU's (to have more FPS with a CPU bottleneck). It has nothing to do with raytracing.

Well shame. But from the looks of it it's buggy and nobody can get it to work right anyway. Maybe down the line it will become available for 12_1 but it's highly unlikely since it's common these days to pretend pre-2020 hardware does not exist and trying to convince us that those cards do not support DX12 when they very well do.
