The only thing she brings to the table is Damage Boost, but most people don't even damage boost that much with her because they'd rather play the team doctor. Everything else she brings every other support does better.
She plays super passively and will most of the time not be able to make a difference on a team fight in the same way other supports can.
In 95% of situations she is a throw pick, and people play Ranked to win, so makes sense people would ban something that would make it harder to do so.
the best way to design a bad character is to make sure they suck as a teammate and suck to go against & they did that with Mercy (in ow2).
It doesn't really matter what L-weaver does because of the mere fact that full dps team > healbots wasting spots. L-weaver is a gimmick & besides, that rein example is utility on L-weavers part, but not dps potential.
People ban her on their own team so that they don't get a deadweight hero.
