To be fair, 2020-2024 was the era where the people who freaked out about the fact that Tracer had a butt were being pandered to, so Blizzard, having decided to cater entirely to the type of person who gets offended when an attractive character is in a video game, probably knew they would face a lot of backlash if they made good skins for the characters most often considered the hottest.
