I agree with you, tea bagging and also shooting your corpse when you die, just worsens the experience for a lot of players. But imagine banning someone for that, how would you do it? It would be impossible to do without:
-Banning a lot people that are "innocent"
-Not banning a lot of "guilty people".

I'm pretty sure there was a judge for like, an Apex Legends tournament or something, who disqualified and banned a professional team because one of the people teabagged his own teammate after he died, and said judge went on a tirade very similar to OP's quote.
