The purpose of this type of matchmaking system is to make the game more profitable, by improving the experience for those who are actually stupid enough to throw money at it..
blizzard knows they aren't going to get much money from the people who are actually smart enough to be good.
They also know those stupid enough to throw money at them, won't stick around, If there constantly getting stomped due to their own stupidity. As such the matchmaking system exists to compensate for that..
Whats hilarious is that they don't even seem to care that their matchmaking system can be easily manipulated and exploited to gain handicaps, and just assume everyone it to stupid to realize, or take advantage of it..
And the game has been degenating rapidly since launch became of it..
The flagrant onesidedness of matches, is a direct product of the matchmaking system, and the playerbase degenerating with time.
The more the playerbase Degenerates, the more obviously onesided matches become due to the matchmaking system trying to maintain win rate thresholds..
Personally I'm waiting for the day when it finally implodes, which will inevitably happen and the game will rapidly die once it does.

A legitimate matchmaking system is actually detrimental to profitability.. as it forces players to learn and grow and punishes them until they do.
