Low elo being healbot never stopped since day 1 of OW. That never changed and never will due to their own team who feeds. S9 made sure that that they will contain to healbot.
I blame 5v5 and top elo players like Metro, Hiku, Samito & few others who moaned how Kiri can 2 shot and other supports who can do everything.
I blame the balancing team for not making changes faster instead of wait & see approach that only made things worst. They are quick to nerf sym. That one character that doesn't have wait & see. :P
I blame those in suits that want certain heroes like Kiri for eg to be on top always so they can milk money
there is a kiriko tech where you throw paper from a distance and then teleport to the receiver then heal again up close. NOrmally done on tanks. Kiri's greatest weakness as a healer is the travel time of her paper. BY doing this tech, you effectively increase her healing output temporarily (on burst). The paper you threw from a far will arrive and heal at the same time as you heal after you teleport. If you really need it, you can suzu the target for an additional 50 heal. Its a lot of work but it gets the job done.
