I think the primary sell is the altered speech during gameplay. It's pretty unique.
Other characters do have more customization options, but, take Ashe's new Calamity Ashe skin. Her voice is simply modified. Whereas Hanzo's mythic skin has its own unique voicelines along with a voice modifier.
But, if you step back and look at the real world possibilities, it could just be that Hanzo's mythic was made at a time while the studio was struggling. So, they lacked the time to invest into adding too many bells and whistles.
Whatever the case, it's still a good skin, and it's a drastically different design than much else that he's got.
