If you picked Bastion in OW2, it's not a bad move.
If I pick Bastion in OW2, I press shift and either I get focused down because the damage is a tickle cannon compared to the old or I just kill nothing and go on cooldown + have no escape. Why not just be 76 at that point
He's an alternative Reaper pick, basically there to do decent damage in Recon like you mentioned, and threatening tanks like Mauga/Winston/Ramattra so they can't bully your team too aggressively. Those tanks with the correct Support can be very oppressive.
You're not wrong about Soldier being an often better alternative, but he won't win a 1v1 if you're trying to contest the same space for your team vs those tanks mentioned above.
I’ve always played defensively, wait for an opening when attacking with your team, then create a wall of damage and asses who was weakened, killed or how they took the damage as a whole and plan appropriately next while still headshotting/damaging in standard form.

And he have no damage reduction on distance in turret form.
