My game locked at 30 fps

with the arrival of season 9, I having this problem I did everything that could be done I even changed my in game settings but didnt work I downloaded it from blizzard the same thing happened there, then I deleted it and reinstalled and didnt work, then I installed it on steam and same bruh, before this my fps was around 600 NOT: I didnt have this problem before season 9

hi guys I solved my problem the problem was that reduce buffering was on I turned it off and my fps was 600 again gg ty for answers
