That's the point, in a Mirrored universe Reyes AKA Reaper wouldn't have started Blackwatch, instead Morrison would've which means Soldier 76 would've been the leader of Blackwatch.

That would never happened because Blackwatch was part of Overwatch, that is why technically Moira and Reaper were part of both factions.
