yes, all the heroes are unlock unless that you are a new player then after you finish the new player experience you have all of them unlock

It would be the algorithm, I doubt OP has interacted much with OW content to be able to receive more OW posts in their feed otherwise they would have heard about it.

It's likely trending, recommended or showing you something that you would be interested in because you've interacted with stuff of similar regard. I hear about games I don't play because I interact with games that have almost the same concept, for example the new game Stellar Blade comes up because I have liked and interacted posts related to Nier and Bayonetta.
