Hmmm... technically speaking steam shouldn't know you are banned and it's possible the in game store and player inventories are also unaffected by the player's ban status. You might be able to buy stuff and receive it using the steam page, problem would be making sure everything is there because steam and blizzard don't get along perfectly so even if you had a normal or fresh account, steam purchases occasionally go through perfectly fine on steam's end but blizzard never gives you the items you bought, which poses a problem here as how would you be able to tell if it is a steam/blizzard issue or if it is an issue related to your ban status.

Only works on Battlenet, the hate for steam users creates a debuff to the ban removal timer unfortunately.
