Just try to find a difference.
You can start by comparing version numbers shown in the corner of the main menu.
Is the BattleNet version always ahead of the steam version? (and other such questions)

They're the exact same, you use your same Blizzard account. It's whether you want to use Steam or Battle.net, that's it.
Unlike tf2 pc vs tf2 on Xbox, ow2 on battle net and ow2 on Steam are the exact same ♥♥♥♥♥♥♥ game

which one got better graphic and can run on low pc for Overwatch® 2 on steam and on battlenet?

I can’t play sc 2 and legacy of the void, is it because i have legacy of the void, problem etc?
When i don’t have legacy of the void i used to be able to sc 2 though…

Where can i buy and get sc 2 legacy of the void?

Im sorry to hear that you cant play StarCraft, and im even more sorry to hear that you want to play Overwatch.
To anwser your question, there IS a difference in the steam and battlenet versions, the steam version lacks the chinease spyware that the battlenet version has so it runs way better.
You should defenetly at leat try to run the game for yourself to test your computers performance in it.

the only difference is the choice of location of region for play.
sadly this mechanic is not applied to steam vercion.

to buy legacy of the void launch starcraft 2, goto the campaign tab and it should show you the expansions

as for overwatch i have heard that the steam overlay can cause lower fps for some people but i think it should be very minimal, the only real differences is on the steam version you can goto peoples steam profiles if they have one

edit: and oh yeah and that ernesto guy is right about how on battle net you can choose your region before you launch the game

When ever i tried to start overwatch 2 i always get this message, "Please enter a post-paid phone number." Why is that and how to fix this problem?

By the way i'm in Thailand.
They're so much the same they didn't leverage ANY benefit from simply being on steam other than they can now claim that its cross-platform. Also they took away the artwork tab because that would have allowed people to express their love for the game. They did this even after writing the strictest forum policy rules here on the forum itself, yet decided they weren't going to even handle the artwork tab.
In summary: In-game is exactly the same. If you can tell the difference let the world know.
