Not only you do get to be in action nearly all the time, but you do also have a getaway free card.. That is, until you get put to sleep, hacked by another Sombra, and such.
Element of surprise plays out for her.. Constant repositioning, creating opportunities for your team by either drawing the attention of the other damage dealers allowing your tank and support to take the key positions.
While her damage doesn't seem to match the others, Widowmaker, Cassidy, (...), she does have one of the most aggressive playstyles, if I'm not mistaken.

flankers have different skill floor and reaper is lowest because life steal, 1 button immune and teleport.
other flankers are little bit hard at start except echo. Echo have higher skill floor. Echo dies instantly when she makes mistake + you have to be good at other heroes or your ulti will be useless.
While her defense is weak, that's what you have those grenades for - To simply teleport whenever things get south or when you wanna reposition yourself without losing any momentum.
You're not meant to fight duels, but to pick only the fights where you have the advantage or can ensure your team the upper hand.
Tracer feels less of a flanker than Sombra to me due to the missing element of surprise.
