Maybe your PC can't produce more.
You may not see the frames, but the game is still using them.
I get 600 with just 4070TI.. without listing your gpu what do you want people to say? Usually AMD when weird things happen. Without a 4070Ti minimum you arent getting close to 600 fps, unless you play at 1080p, which why would you with a powerful card.
I'm running a 4090 with i9 12900Kf, the usage on both is very low and the fps was solid 180, so it looked clearly locked at that number for some reason.
My bad on not listing the specs but it was since I know I should be getting higher than 180
However only overwatch is getting this locked fps issue.

texture quality on low or high don't have any performance difference (it's more vram but current gpus have more than enough that this is not a problem)
and shadows on vs off is like 2 frame difference
i'm not sure the frame difference for model detail, but setting it to low might give you a advantage in the game, for example on blizzard world if you have it set to low it removes most of the balloons on the map but it also removes details like the pizza in new york and some of the penguins on antarctica
